The photograph shows the bent galvanised panel sitting on the low wall of the residence where it faces the pavement. The narrow strip of soil beneath the panel has been covered with artificial grass; that combination is a common solution for keeping bare earth out of a communal area.

Bare galvanised steel was a deliberate choice here: as a communal-area fence it needed a face that asks for no paint maintenance, and the horizontal bends in the panel give it more resistance to bending than a flat one. Mounting it on the wall starts the fence from the top of the wall rather than from the ground, which brings the overall height down.
